一般論として禁止されている、または容認されない行為であるという言うために使われたり、聞き手にその行為をしないように求めるために使われたりします。
1. 二十歳未満の人はお酒を飲んではいけません。
It is prohibited for anyone under 20 years of age to drink alcohol.
2. 自分のことだけ考えてはいけません。
You should not think only of yourself.
3. 授業中はスマホを使ってはいけません。
Don't use your smartphone during class.
▷ 「～てはだめです」
「～てはだめです」も「～てはいけません」と同じ意味で使われます。
4. この場所に駐車をしてはだめです。
Do not park in this location.
▷ 「～ちゃいけない/ちゃいけません」
カジュアルな会話では「～ちゃいけない/いけません」の形も使われます。元々のテ形が「で」の場合「飲んでは→飲んじゃ」のように変わります。
5. 嘘をついちゃいけないよ。
