It is used in the form "A deare B deare ~" to say that "~" is not affected by the " A" or "B" factor, regardless of either case.

文法解説】Grammar point 1:



1. 理由りゆうなんであれ遅刻ちこくしたのが事実じじつならきちんとあやまるべきだ。
Whatever the reason, if it is true that you were late, you should apologize properly.

2. ミスをしたのがだれであれ、その責任せきにんはリーダーにもある。
Whoever made the mistake, the leader is responsible for that as well.
