■ 使われ方
「とは」の後ろには、「驚きだ、ショックだ、意外だ」といった言葉がよく使われます。また、例文2のように、そのような意味合いの言葉が含まれない場合でも「驚いた」といったニュアンスが伴います。
1. 彼が会社を辞めるとは驚きです。
I am surprised he left the company.
＜一緒に良く使われる言葉＞
驚いた、意外だった、ショックだった、予想外だった、思いも寄らなかった、夢にも思わなかった、etc.
2. 年上の人に向かってあんな口の聞き方をするとは、彼はどういう教育を受けてきたのだろうか。
I wonder what kind of education he has received to talk that way to an older person.
■ 言い切りの形
後ろを省略した形も使われます。この場合でも、話し手の「予想外だった、驚いた」といった気持ちが含まれます。
3. あの彼がオリンピック選手になるとは。

■「まさか」
「とは」は、副詞「まさか」と一緒よく使われます。
4. まさか、あんなに大きな地震が起こるとは。
