【用法】
「X 以前に Y」の形で、発話時点で議論・話題となっている「X」ということの前に「Y」という問題があると指摘するときなどに使われます。
【英語】
"X izenni Y" is used to point out that there is a "Y" issue before the "X" that is being discussed or talked about at the time of utterance.
【文法解説】Grammar point 1:
「以前」は、時間的なことにも使われますが、それ以外にも「X 以前に Y」の形で、発話時点で議論されるていたり、話題となっている「X」の前に「Y」という問題があると指摘するときなどに使われます。
「X」には、以下にあるような形が良く使われます。

A: 早く親孝行できるようになりたいと思っています。
I want to be a person of filial piety soon.
B: 親孝行以前に、まず自立した人間になりなさい。
Before filial piety, you must first become an independent person.

※「どうか」は省略可能
